The Mt. Tarruska Array is the third and final array to be completed, just one year before the Collapse.

The Array on the summit of Mt. Tarruska is the third and final array to be completed as part of the GLEEM plan by the Sentinels. The Array helps block unauthorized communication from the planetary surface to help keep Sanctuary safely hidden in the event of unforeseen civilizational collapse. Two arrays were deemed necessary to ensure sufficient suppression but a total of three were commissioned to provide redundancy in case one array failed or needed to be taken down for maintenance. Sentinel records show it was completed just one year prior to the Collapse.
