The plan is sent back to the League's capital worlds for consideration and remained top secret. For the longest time, representatives of the Golden League had been finding troubling archaeological evidence of past civilizations who had, at the apex of their civilization, suddenly been snuffed out by some disaster; be it plague, internal strife or some other, more esoteric cause.
The GLEEM plan was an attempt to preserve the leadership of the Golden League, and a portion of its people, in a sequestered location, where they could ride out just such a disaster and re-emerge onto the galactic stage once the storm had passed.
Paravon-VIb is seen as an ideal candidate due to most electromagnetic frequencies being scrambled by both the nebula that its parent star sits in and the gas giant that it orbits. As part of this plan, Paravon-VIb is given the designation 'Sanctuary' to obscure its location in government records.
