Haven of Santa Monica

Founded by the Autarkis Katalina Mendoza, the Haven of Santa Monica serves as a bastion for the Thin-bloods of Los Angeles. After Katalina left the Anarch movement, she immediately attacked and killed Baron Therese Vourman and claimed her territory as her own. She then immediately declared that all Thin-bloods were welcome in her territory. The Anarchs, initially outraged, threatened invasion but held off when Katalina killed the Sheriff of the Camarilla who had been dispatched to deal with her.
Maximillian Strauss, Prince at the time, agreed to a treaty after his defeat which promised that Katalina and her Thin-bloods would be recognized as a separate sect and would be respected so as long as the Masquerade was obeyed and the laws of the Camarilla upheld. While she has never truly upheld the majority of the traditions, she has always brutally enforced the Masquerade. Despite being the outspoken defender of Thin-bloods, Katalina has likely killed more of them than anyone else due to Masquerade violations.
In 2018, Prince Amadeus held an Elysium at the Santa Monica Pier and asserted himself as the new power in LA. The Haven was forced mostly into a puppet state status, and since then Katalina's political power has rapidly begun to seep away. With the four factions all on the brink of exploding into war, the Haven remains a wildcard - a nuetral faction with ties to the Camarilla, Anarch Free State, and Sabbat. Whoever she were to side with would have a tremendous edge, thus she remains a very polarizing force in Los Angeles.
Thin-bloods, inedpendent vampires, abandoned ghouls, and outcasts are all welcome in the Haven. More than capable of defending its borders, Santa Monica is a bastion for the vampiric downtrodden. While currently formally allied with the Anarch Free State and considered peaceful with the Camarilla - Katalina's unstable and explosive personality could see her side with any and march to war on a whim.
