Helkar

Helkar is a large, 200-ish acre island in the in the middle of the ocean, far from any other land. A large mountain rises form the middle of the island, occasionally leaking ominous black smoke. This island was discovered in 469 by Human sailors, and avoided for a superstitious reasons.   Scant few years later, a plague struck Hobbiton, and threatened the peaceful population there. King Marothsa (the 12th) stopped shipping to a from Hobbiton, and sent aid to the small island. The plague soon spread to the mainland, attacking people with the slightest bit of Halfing descent. Soon the king's own children, who were 1/32 Hobbit, feel victim to the plague. the king then began a froced deportation and quarantine of all diseased individuals, shipping them en masse to Helkar, and sealed the island off from the outside world. A small port was built standing in the ocean just offshore, and a military garrison was to be left there for 100 years after the disaster.   Despite the King's harsh measures concerning the disease, it did not stop spreading for several years, and soon the island prison the king created, was is prison as well. The king was struck ill by the plague and sent to The Forbidden isle.   Few people have seen this accursed island since the disaster, and no man has returned from it for over 200 years. But there are rumors of pirates hiding treasure on its forsaken beaches, a smuggler's bay in the ruins of the offshore port, and haunting calls in the night, from plague victims, long forgotten and abandoned.   In modern times, fear of the great plague has lessened and the government of the Free Hobbit Democracy have petitioned to return to the island, for colonization and archaeological purposes. So far they have been denied by Toclomar, but the Hobbit's claim that the nation has no right to do so, as the island was originally the property of Saramoth, which has since fallen.
