Luskan
Sprawling free city of the north predominantly inhabited by the "misfits" of the humanoid races that don't have a large community or would be discriminated against elsewhere outside of the Underdark. Two Major factions that "rule" the city is the Arcane Brotherhood Arcane Brotherhood and the Bregan D'arthe Bregan D'aerthe. This city has no nobility or ruling class and is thus considered lawless. Though the inhabitants themselves would argue this point.
