Being mainly virgin land when the original settlers made land fall they decided to make the regions just that watershed regions. After building a stable capital, the settlers moved to settle the Wil'lends as it is colloquially known each staking a claim on the watershed closest to them. Currently there is about 50 Township Level watersheds, 10 County Level, and two State Level with Blindport as the capital.
