Empirean
Empirean is a title of The Almighty Empire, is bestowed upon the head of a Council, and involves nomination as a member of the Emperor's Ruling Council.
An Empirean is also assigned control of a province, exempt from tax (all proceeds from the province are collected by its Council). It is awarded by the members of the Ruling Council and confirmed by the Emperor and can be removed by him.
Upon the death of the Empirean, the title is reassigned to the newly elected head of the Council.
