The Almighty Empire

For more than a millennium the fortune of the Phan people have been connected with the creation of Levitationals, the only risk was that other races discovered how to build them too. To enforce their monopolies the Phan create a mighty fleet of windships, and with this mailed fist they conquer or subjugate all the other cities. All sign of rebellion or if someone was discovered to made secret research on the levitationals, the Phan give them a “tabula rasa” response. The guilty people and all their city were wiped out, house burned and walls destroyed. The city inhabitants sold as slaves, to repay the cost of moving the The Invincible Fleet.

Soon a league of mercantile city begun to fight against the monopoly of the Phan, they soon realized that the only way to oppose the Almighty Empire was to build their own windships. So was born the Merchant League. The conflict that issued was blood and very costly for all. The Almighty Empire, given the enormous expenses they have to sustain asked for peace, conceding to the League the right to produce only merchant vessel and to use the Levitational Paint to make them fly. The League accepted, having themselves got enormous lost in resources and peoples.

What the League of Merchants doesn’t know at the time was that the Phan already have discovered new and more efficient Levitational engines. Keeping their new engines secret for the next 80 years, the Almighty Empire returned in a position of power, but on the other hand the ban on other Levitational being built was lifted. The Second Levitational era has begun.

In the following years the Phan become even more and more rich, depraved and indolent. They discovered a lot of other magical secrets, mainly of how to open portal to other worlds, to raid them and bring back more slaves and richness, on how to alter body and mind of their slaves and enemy. But their greatest error was to cease their fight against the Darkness.

During the empire of Emperor Huwon (The Luminous), the long standing war against the Elf Kingdom of Arborea was ceased. With the help of the Sun Elf, the emperor plan to use the Mighty Fleet to search and destroy all sign of Corruption in the land of the empire. Mighty spell were create to clean the taint and an army of Mage Knights rose from all the nations to fight a Great Crusade to eliminate the Darkness from the World.

The premature death of Huwon (it is said he was killed by his own son Jihen) slowed and then stopped the Great Crusade. His successor Jihen (Son of Dragon) declared the land free of the Corruption and disbanded the rank of the Mage Knights.

Not only the Knights were disbanded but the The Endless Army was abandoned on the field, only the Phan officers were transported back. The other “slaves”, declared as possible carriers of corruptions, were left to themselves. A lot of Windship from the Invincible Fleet rebelled against their Phan officers; some were lost, some joined forces with the disbanded troops and others set sails to Arborea and League territory.

Falling back in disarray was like setting fire to dry wood, in all the Empire territories started rebellions and unrest; slaves rebelled and flee, ambitious nobles strike their political enemy and all the blame was directed against Jihen. He was said to participate in aberrant rituals, of killing political enemy and got called “The Dark Emperor” even before his death.

The reign of emperor Jihen was short and bloody, he was burned as Corrupted by the Darkness to quell the rebellion in the Empire. However having lost so a great number of soldier and sailors, the Navy and Army of the Mighty Empire become a shadow of themselves, and still today they are very strong entity, but only shadows of their former power.

Other Political Entity

It must be said that by the time of the Crusade, the Mighty Empire army and fleet were composed for the 90% of non-Phan, and even the Phan that were in the army and fleet were only officer.

Leaving hundreds of thousands, if not millions of soldier stranded in the “Outdoor” and without control, was a devastating hit to the power of the Army Without End, that gave the opportunity to entire regiments of slave races (Humans, Ki, Satiraxis, Avians, Chi and other) to flee from their slavemaster to search a land where create a new life for themselves.

At the same time the Mercenary regiment were paid and ordered to return to their home. But without the Empire control, a lot of mercenary started to loot and pillage the lands, other joined the fleeing slaves in search for new lands and some regiment remained together, conquering cities and creating new kingdoms.

Not only the Mercenary refused to disband, but many companies of Mage Knight (Dularian Human and Arborean Sun Elves on the majority) established their bases on Castles and Fortress to keep fighting against the Darkness. These knights will become the actual day Order of the Cleansing Flame.

Structure

Political Powers (members of the Ruling Council):
  • The Council of Acquisitors (Slaves, food, ores). Controlled by Empirean Ghizzudh
  • The Council of Warriors (Army, Fleet and Airships). Controlled by Empirean Kizen
  • The Council of Traveller (Planar Travel, Airship research). Controlled by Empirean Jardia
  • The Council of Viewers (Seer, Spy, Diplomat). Controlled by Empirean Usharam
  • The Council of Manipulators (Biosculpting, Alteration, Monsters). Controlled by Empirean Delgelenia
  • The Council of Technomagi (Technomancy, Automaton, Wonder Machine). Controlled by Empirean Mayan
The Leader of each Council seat in the Emperor Council with 4 Nadir choosen by the Emperor. The Sun Dragon Emperor vote is the balancing vote (if needed). The actual four Nadir are:
  • Nadir Garazin
  • Nadir Rozron
  • Nadir Bagroz
  • Nadir Dird
The Bayan do not seat in the Ruling Council, they are merely burocrat that report to the Emperor

Military

Though weakened, the Phan Empire is still the greatest military power in the world of Valenor, a force that none of the free states, elf kingdoms…and the Darkness itself, defy lightly.

Its structure is rigid, precisely to indicate the monolithic and cold mentality of the Phan, but the rise to power meritocratically, or otherwise, can be very rapid, especially for those who are intelligent / strong / cruel enough to climb to the top.

But like any rapid ascent, the descent can be and is often fatal. His Imperial Majesty's Armies are divided into two large branches:

The Kladku: or the Grand Army, the main and professional army of the Empire, made up of professional soldiers, who are divided into five hierarchical ranks, they are:

  1. Nyaga: Eerily similar to the name of the naga enemies, Nyaga are the lowest rank of the Phan armies, a collection of slaves who represent the front line/cannon fodder of this formidable army. “Like the life of a Nyaga” is a cruel imperial saying when speaking of an action that will end in a short time.
  2. Azanes: Conscripted annually by cruel Bayan officers, the Azane are the very front line of the empire, professional soldiers who hold the line with their polearms, while marksmen rain havoc on their enemies. The Azane, where they do not arrive with training (certainly not among the best of Valenor) succeed with fear. The terror of their officers and of the terrible punishments they would be subjected to, leads them not to lose their temper, even in completely disastrous situations. What he lacks is the ability to handle situations without a precise command given by the upper floors, such as the Agra. "An Azane without a guide is a headless snake."
  3. Silipari: As proud as they are strong, the Silipari are among the most respected and feared cavalry in all of Valenor, led by the Tamarites, iron-fisted leaders and respected like gods by their underlings. The Silipari are formidable horsemen and capable of defeating any foe, with their long spears and rifles, with which they rain death upon their foes. It is known that the Silipari have a very strong rivalry with the Gramitza, the elite of the Kladku and imperial gossips, whispered among the noble palaces, it seems that they say that in the Empire there is a continuous civil war between these two factions.
  4. Gramitza: "There is no death, only a temporary peace", this disturbing saying is the motto of the Gramitza. Armed with the best technology the Empire can afford, fed the finest food, and entertained by the finest male and female slaves, the Gramitza are the linchpin of Imperial Kladku. Their tactics are shocking, their attacks are unstoppable, their deeds startle the Nyaga, inspire the Azani, anger the Silipari, and make the Agra proud. Many of Kladku's officers began their careers as Gramitza.
  5. Agra: The officers of the Kladku Phan, the Anvil of the nightmare who has been plaguing Valenor for centuries. The Agra are those who form the backbone of the Imperial war apparatus. Their iron fist is legendary, their discipline equals that of religious fervor, their decimations…feared on all planes of existence. “Better the Rage of Darkness than that of the Agra” is an Azani saying. Often the survival of an Agra represents the victory or defeat of an Imperial army, as the soldiers of the Kladku are not trained to act of their own accord, a secret the Imperial officers keep with extreme jealousy.
    One of the dreams of Phan commoners is to enter the academy of Alasia (the Imperial capital) in order to give prestige to their house... and feed the ego and arrogance that distinguishes every single Phan.
    Cavalry Agras are called Tamarites

Foreign Relations

The Phan Empire have no foreign relation, all this world belongs to them. If someone say differently is a rebel and need to be executed.

Clearly the Mighty empire have it's own timing, there are a lots of documents to produce to destroy some enemy... then there's the availability of windships to carry the sentence... and obviously the slaves to man the ships... and officiers to command them... and resources to feed them all...
