The tentative alliance between the most powerful warlords on Jinxi, who control territory containing the majority of the population on Jinxi. It is maintained as a formal means to negotiate land division, to ensure they don't encroach on each other's resources, and as an unofficial war council. While the participating warlords agree that no one member holds any official power over another, they often exercise their combined power to keep other would-be usurpers in line.
Exercises of Power
The collective, while being an unratified agreement between a handful of very powerful men and women, has shown a consistency in their operation. They protect their territory and the colonies within from opportunistic scavengers. They also continue to trade directly with the colonies in their territories, rather than subjugating or enslaving them directly as some warlords have elsewhere on Jinxi.
The collective has also moved to protect certain Jinxi ruins from scavengers. Some of the ruins hold religious significance to portions of Jinxi's inhabitants, the warlords among them, and so particular sites have been subject to both territorial struggles and attacks by scavengers.
History & Membership
The formation of the collective was largely haphazard, and grew from a handful of unrelated alliances between individual warlords. It grew into a codified alliance when a warlord operating out of territory just outside of Jinxi's main plateau threatened to bring to bear a significant force on the individual members. Instead of attempting to defend themselves alone, three warlords formed a war council to push an assault into enemy territory, pre-emptively destroying the amassing enemy forces. This resulted in both the expansion of the collective's territory, and the solidification of the alliance in the culture of Jinxi.
After this inciting incident, the collective continued to expand and assert their dominance until they controlled territory containing about two thirds of Jinxi's population. Their core members grew to 6, with several smaller land owners swearing allegiance to ensure their hold over their own resources. This group has remained the main ruling power on Jinxi for more than 50 years.
Current Members
Currently, there are 6 members of the war council, each controlling a roughly equivalent amount of land and resources, and at least one larger settlement. While their individual ruling styles may differ greatly, each member continues to provide militarily for the council, and weighs in to issues pertaining to everything from wider shortages, and external threats.
