Jinxi
Jinxi consists of steppes, tundra, and many interconnected frozen seas. Its climate is such that much of the land is covered in a layer of snow, but snowfall is infrequent. The majority of inhabitants of Jinxi live in large domed settlements of anywhere from a few dozen to a few thousand. These domes contain the only currently agriculturally viable land on the planet. Beyond this, there is known to be small communities living off of scrap and junk in the more sparsely populated tundra.
In addition, many sites along the coasts of Jinxi’s seas have been discovered to host ruins of unknown origin. While intelligent alien life was known to the pre-scream Mandate, records of any existing in Sector One are non-existent. Many have already been emptied of mysterious pre-tech artifacts, scavengers picking them clean for the highest bidder.
The arrival of the Asmaran Federation has upset the balance of power on Jinxi, showing its oppressed population there is strength out there greater than the warlords that withhold their very right to breathe. They have begun to demand fairer compensation from those who had previously exploited them without protest, and the AF has postured that they would support such an uprising. The war council of Jinxi remains the only cohesive group willing to negotiate with the AF, and they assert that they should be dealing through them on all matters.
Structure
Jinxi’s atmosphere is an inert mix of gases unbreathable to humans. The steady supply of oxygen is of great importance to its people. The ruling class of Jinxi have historically taken advantage of this, withholding oxygen generation tech from the rural producers and trading stores of breathable air for exorbitant amounts of their produce. Access to rebreather equipment and airtight vehicles suitable for the climate is also controlled, though not as heavily. Powerful oxygen-producing warlords take control of a dome as their domain, and assert their influence over the surrounding settlements by strictly controlling their access to oxygen. Large snow trawling caravans roam the steppe to collect the snow used in the oxygen generators, splitting hydrogen from oxygen, and gathering the water necessary for farming in the process. Disputes over control of trawling land and farming settlements are common between warlords, and their caravans are armed to the teeth to protect their valuable equipment and cargo. The most powerful of these warlords have formed a war council, calling themselves the Jinxi Collective, a tentative alliance that allows them to divide up land and stay out of each other's way. They have remained the main ruling power on Jinxi for decades.
