Karbala

Karbala remains the capital of Doha by technicality. As the largest population hub outside of the federally controlled Qina, it is also home to the Collective's headquarters, though it keeps branches all over Doha. Otherwise, Karbala acts as a ceremonial city - it hosts cultural and political events, and is the place to gather for many, from far and wide.
