Joshua was the reigning High Council - Angelic Representative, before stepping down to give the slot to Michael. He showed minor disappointment when Michael turned down the roll, and gave the chance to Lucifer Cayhadi to sit on the council.
He is present each time the holder of that position has a fall from grace, and has made the offer to each new candidate.

Joshua stepped down from the High Council - Angelic Representative position to give it to Michael , who refused it and the position went to Lucifer Cayhadi instead. Upon Luciano 's Fall from Grace, Joshua offered it to Michael again, and Michael finally accepted.
