The Bureau of Administration
The Bureau of Administration is one of the factions of Megatropolis, an autonomous remnant of the old government of Megatropolis. Their job was to once serve as the administrative and judical branch of the government, but were eventually cut lose by politicians more interested in personal profit than leadership.
Left adrift after the fall of the government, the Bureau of Administration now seeks to become its successor. Many of its leaders feel that they were already the true leaders, so power should naturally fall to them. As a organization found in bureaucracy, they value order, rules and systems, seeing them as the perfect tools to reign in a world gone mad.
Structure
Arbiter: Governing rank of the Bureau. The arbiters help shape the laws and make the decisions which all of the Bureau of Administration run by.
First Wing: Aerial first responders, to be sent out to handle emergencies. As emergencies in Megatropolis can vary heavily, they come well-protected.
Hussar: Lightly armed soldier who accompany the First Wings.
Minister: High ranking official who specialises in a single subject. They both serve as leaders within their field of expertise, as well as advisors to the arbiters.
Mist Mage: These specialists handle cases of summoning, inter-sphere travel and other matters pertaining to the arcane, the Mist and the laws pertaining to the subjects. Extra ressources have been afforded to them ever since it became clear that Neotech was performing large scale experiments with the Mist.
Paladin: Law and order can be matters of faith. The martial expression of this are the paladins of the Bureau. When law and order is severely threatened and negotiations are off the table, these heavily equipped divine knights are sent to quell the issue with extreme prejudice.
Culture
The Bureau of Administration value order and stability. They believe that a comprehensive set of rational rules should govern society and that adherence to these rules is in the interest of everybody. There is an understanding that circumstances can occasionally call for a law to be ignored, but that in general one should follow the instructions.
To them, rules and regulations exist not to impose, but to guide. To help cut back the number of options the average person has to deal with. With rules, experts educated in the subject has already made a judgement call, meaning people do not have to waste their time on it, allowing them to invest their energy in worthwhile pursuits. Thus, society should flourish.
To these people, rulebreakers and criminals deliberatly go against the laws and by extension common sense. It is an expression of utmost selfishness and irrationality.
Public Agenda
The Bureau of Administration has made no secret that they ultimately wish to reassume what they see as their rightful position as the ruling body for the entirety of Megatropolis. They want to help the city flourish and believe the current annarchy is ultimately harmful. They are interested in absorbing many of the old government factions into them, as well as possibly some of the newer ones.
Assets
The Bureau of Administration was well funded and ever since being let loose, they've made sure to earn their worth on any job they take. Their libriaries are also quite impressive, as is their access to education. As the Megatropolitan Police is no longer required to enforce their laws, they've slowly had to form their own armed branch, with a focus on well-educated and well-equipped soldiers.
History
But in 2683, the reality of managing a city the size of Megatropolis was finally getting to the united government. In an attempt at creating the focus necesarry to effectively govern the various sectors, large parts of the government where divided up into their own groups, given increasing power to manage their specific fields. One of these was the Bureau of Administration which was tasked with codifying laws and organising development plans.
In 2713 AIT, the struggling government began selling parts of city governance to private organizations. The Bureau of Administration protested this plan, as this weakened the governemtns ability to govern vital infrastructure, suggesting instead new departments of specialists should be formed and that a comprehensive economic plan should be drafted to help manage the crisis.
They were overruled.
At this point getting increasingly concerned for their future, the arbiters of the day began drafting plans for various scenarios.
In 2731 AIT, inspired by the The Church of Coins, the Bureau of Administration was informed that the Megatropolis Governemnt would no longer fund them and that they would have to seek funding on their own. The Bureau of Administration then watched as said governemnt collapsed and they in turn unpacked their plans. They immediately pivoted ressources to offer education, both in the form of teaching and libriaries, to the common people as a source of money. Then they leveraged their previous work and goodwill to assume official control of several sectors no longer under government control. And then they began offering their administrative and judical skills to gain influence with the other powers of the city. Thus the Bureau of Administration survived the fall of the government.

The people of the Bureau of Administration are a mix of primarily human and griffin citizens.
Territories
The Hall of Order and surrounding area is the headquarters of the Bureau of Administration and the centre of their operation.
Military
The Bureau of Administration are still developing their military, but it is built on the same principles that governs them in other aspects. Each soldier is trained extensively, heavily educated and given the best equipment for their task.
Foreign Relations
The Bureau of Administration retain a positive relationship with other previous government factions, such as the Megatropolitan Police and Department 76.
They are suspicious of many of the factions that bought their way into power when the government started selling out, but it varies depending on the group. Factions like the Alley Family, who in general are interested in order and stability, are seen as potential new government departments. More reckless and chaotic groups, like Neotech, are seen in a less positive light.
The factions that sprung up around the governemtns fall, such as the People's United Front, The Church of Coins, the Firestarters and similar are regarded as volatile, unstable and dangerous elements that need to be reigned in for the safety of all.
Agriculture & Industry
Some of Megatropolis' farming districts fall under the control of the Bureau of Administration. They've endavoured to create plans that will maximise utility and reusable of these sectors.
Trade & Transport
Megatropolis has a somewhat robust network of roads, rails and similar, which are well-maintained in sectors run by the Bureau of Administration.
Education
Education has high value to the Bureau of Administration. Citizens who live under their rule receive it for free and outsiders can get access for a fee. All members of their organization receives specialized education to prepare them for their role in the organization.

Coins. Though the currency is minted by the Church of Coins, it has become to useful and universal to ignore. The Bureau of Administration hope to eventually absorb the currency into a new economic department.

The Bureau of Administration mostly deal in information and education. They trade with most of the other power brokers in town, some for steeper prices than others.

The Bureau of Administration do not hold any notable amount of industrial districts and relies on import for many goods produced in those areas.
Legislative Body
The arbiters and the ministers serve as both the legislative and judical body. The arbiters formulate laws for the entirety of the Bureau of Administration, while ministers formulate laws for their area of specialty, within the confines of the laws made by the arbiters of course.
Judicial Body
The arbiters and the ministers serve as both the legislative and judical body. Minor to medium cases are usually brought before a court of three to seven ministers of the appropiate fields. Serious cases are judged by one to three arbiters, advised by a panel of ten to fifteen ministers.
Executive Body
Traditionally, this was left to the Megatropolitan Police. After unwillingly gaining their independance, the Bureau of Administration formed their own branch of law enforcement, consisting of heavily armed and well-trained loyalist.
