The Saikar Coalition - S.A.C

Structure

Unable to muster the required resources and forces to maintain control of the entire Hyperion system, the S.A.C has offered a series of treaties and agreements with various companies and distant, independent rulers that places their Executive Branch at the top of a wide, misshapen pyramid of power, each answering directly to the one above them, but all living by the policies and laws determined by the S.A.C.

Culture

The S.A.C has built into their society a culture of independence. Individuals are trained from a young age to believe in meritocracy, that those who have not could have if only they were smarter, worked harder, or contributed more. Their society is in late stage capitalism, and aggressively supports ideas of freedom and independence for its people, as long as those people subscribe to the ideals of the society and contribute to its economic prosperity.

Public Agenda

Publicly, the S.A.C seems to bring Hyperion, and eventually neighbouring systems and the galaxy, into a renewed state of peace and prosperity to rival or outmatch the Golden Era of the old Saikar Empire. Their public statements include discussions of bring new peoples and planets into the fold, so that they may experience the technological marvels and opportunities they offer.

Assets

The S.A.C claims amongst their assets the entirety of the planet Bastion, as well as staking claims on Yridos and Calidor and the resources in the asteroid belt. They wield mighty technologies through the Technomancer's Guild, including several massive fleets and a large military force fuelled by the military industrial complex.

History

Originally a coalition formed between The Royal Guild Historica and The Technomancer's Guild in 985 AD, the S.A.C was born out of an era of strife and famine after the dissolution of The Saikar Empire. For a long period of time, these two organizations fought to bring all of Bastion to heel once more, accomplishing this in 1369 AD.

 

With their homeworld united, the S.A.C turned their attention outward, working to stablize, feed, and secure their burgeoning empire. It quickly became apparent that these two guilds alone were incapable of handling the large scale logistics required to sustain and manage the empire they aimed to build. So the S.A.C approached the three largest corporations that had sprung up throughout the Dark Ages, signing a series of agreements known as the Coalition Expansion Agreements. These agreements gave expansive resources, freedoms, and power to these guilds in exchange for their service under the Coalition government. The Board was formed, with representatives from these guilds, and beginning the S.A.C's expansionist efforts.

Demography and Population

While the demographics of the system are extremely varied due to the Saikar Empire's intra-stellar borders, it is unspoken knowledge to many that they are a human nation first and foremost, often to the detriment, disregard, or mistreatment of those others around them. Many of the indviduals are kind and welcoming when approached one on one, but some see other species as, at best, not worth the energy to care about, and at worst, worth the effort to exterminate and make space.

Territories

As the capitol of the S.A.C, Bastion is the only place in the system that is directly run by, and heavily policed by, the S.A.C. However, with the combined resources of the 5 largest organizations in the system, the S.A.C is able to maintain stable authority over large portions of the system. The regions beyond Bastion are referred to as The Occupied Territories, and include:

  • Oria
  • The Stone Curtain
  • Moons of the above planets
  • An array of strategically placed space stations

Military

While its numbers never recovered fully from previous conflicts, the unparalleled technology has made the S.A.C the most dangerous military force in Hyperion, which has lead to an extended period of peace. Conflicts entered into by foreign or adversarial agents and organizations have been fought primarily through geurilla warefare and alternative tactics that aim to avoids direct confrontation between military forces.

Technological Level

While they have not yet achieved the full mastery of Technomancy like their predecessors, the S.A.C has managed to establish a consistant level of repair and use of existing technomancies, making their lands the most technologically advanced in the system.

Foreign Relations

As an overtly imperialist and expansionist government, the S.A.C has begun making its neighbours nervous. A short bout of failed negotiations with several of the other planets, and subsequent leaks of subterfuge and manipulative tactics used to bring around unwilling planets further soured foreign opinion. Now, those outside the boundaries of the Occupied Territories look to this new empire with fear, and concern towards the potential loss of their sovereignty.

Agriculture & Industry

The Prividea Conglomerate operates all of the agricultural elements of the S.A.C using commercial fishing operations on Calidor and experimental farming techniques on Bastion to try to meet the empire's food needs. A current, but slow going, expansion project has been underway on the rocky planet of Oria for some time, as they attempt to employ Genesis Seeds acquired from Kapheira The Giver - Mother Willow to terraform the planet into an agricultural world.

 

Blacksteel Industries operates the mining, salvage, and industrial elements of the S.A.C, with outposts across Yridos, Bastion, and the Stone Curtain.

Trade & Transport

The Technomancer's Guild holds authority over transportation across the Coalition. They are the parent company for all of the astral travel companies, as well as local public transportation. They are also the governing registration body for all civilian and personal use astral ships.

Education

Children of the S.A.C undergo 12 years of education, instilling in them the ideals and morals of this late stage capitalist society, teaching them the history of the Coalition and the old Empire, and the importance of bringing others into the fold.

 

A separate, unique branch of the education system is run by the Technomancer's Guild. Young children who display the ability to access the Ley Field energy, and a proclivity to Technomancy, are taken out of the standard education circuit and whisked away to an unknown location, where they are trained to become Technomancer's and leave their old lives behind through the Trials, a mysterious, rumoured series of dangerous and challenging years of training.

The S.A.C uses copper silver and gold coins, now often traded digitally through Citizenship Marker's.

Major Imports

The S.A.C imports a huge quantity of food and mineral resources from Calidor, the Stone Curtain, and Yridos to feed their people and fuel their industry. Foreign powers have, however, refused the few proposed trade agreements for fear of feeding the beast that will later devour them.

Judicial Body

The Shadowed Eyes of Saikar serves all aspects of the judicial branch. Some walk the streets, keeping the peace and policing the population, the undercover secret police and covert squads, as well as training a select number of their rank in proper protocol for handling evidence from an investigation and issuing formal sentenc +ing.

Executive Body

The Board serves as the empire's executive body, making all large decisions and holding full authority over the lower levels of government.

Black Sky Contracing is considered by the S.A.C to be a necessary part of a stellarized life. They help to maintain order, and keep things on the books so they are easier to track.   The S.A.C is considered by Black Sky to be tolerable in that they provide work for its membership, but they don't like the extensive oversight.

Unrecognized

The Saikar Coalition understands the need in the system for the services the Myriad provide, and turns a blind eye to a lot of their actions. They will sometimes even work together.   The Myriad, on the other hand, knows the don't exist without the Coalition, and the hierarchy, and they will often work to preserve it to line their pockets.
