Fin-Lyaan
Fin-Lyaan is the capital of Exodus, and according to tradition the first settlement of the Exodite elves. Built in the approximate center of the Dark Zone within the Borderworld, Fin-Lyaan is the largest city in the Borderworld Exodus. Fin-Lyaan is also close to the of the portal to the Prime Material, linking it with Fin-Allan. Built on a gray dark plain characteristic of the dark zone, the elves were able to dig to an aquifer below and irrigate one of the most inhospitable regions in the cosmos, building a city on wasteland. Today, in Exodus, all roads lead to Fin-Lyaan.
The seat of the Exodite Council, Fin-Lyaan houses much of the high-level bureaucracy of Exodus, as well as the largest and most significant Starseer Observatory in Exodus. The elves have centralized much of their high level research and complex industry to Fin-Lyaan, and as a result, the Lyaanites tend to be among the higher skilled and higher prestige of Exodite professions. As a result, living in the city is viewed as a privilege by the Exodites. In particular, Fin-Lyaan is a center of elven pharmacology, and the Exodites have harnessed the strange wildlife of the Borderworld Exodus into a variety of remedies and fertilizers.
Few non-elves have visited Fin-Lyaan, as the use of the portal is strictly regulated by the Exodites, allowing only their own to pass. As a result, the Khelish have only heard of the city secondhand. There, the city is known for the "Lyaanite remedies", the variety of pharmacological and chemical products manufactured throughout Exodus, but primarily in Fin-Lyaan. Even beyond Cymbar, Lyaanite medicine has some prestige and recognition as having ingredients and being made with techniques unknown to non-Exodites.
Government
Fin-Lyaan has grown large enough to be divided into a number of administrative districts, each ruled by a minister. These districts are focused around a specific production facility or institution, such as a district controlled by the Starseers, one controlled by the alchemists, one controlled by the warehousers of food and supplies imported into Fin-Lyaan and so forth. There is also a coordinating minister for the entire city, and the city receives somewhat more direct attention from the supreme Exodite Council than most regions of the Borderworld Exodus due to the council being based there.
