The Vultures

JP Blooman had two problems annoying him.

The first, he didn't like that the Federation territory kept creeping closer and closer to Tri City.
The second, he hates seeing homeless people.

Of course, being the richest man in the world he could solve both these problems by throwing money at them. He started by buying up all the territory east of the river. Then hHe gave some of his best guns to the homeless people and shipped them off to the land where he wouldn't have to see them again.

Now anytime the Federation Military tries to cross the river, they are met with violent hobos with expensive weaponry. Over the years The Vultures have spread their philosophy and now their are many wandering groups in the frountier attacking any sort of government on sight.
