General Summary
Rear Admiral Phoebe Lorieux arrives at a Gala on Issoire, ready to put the events of the Darkshines timeline behind her. Her mother Irene and father Adrien attend, along with the aging Fleet Admiral Basile, the cunning Admiral Lisette, and the newly disgraced Vice Admiral Iris, who recently disobeyed orders to rescue civilians from Torrentia and put GUSF operations in Lourdes on standby.
Rumors circulate of Jean's affair with Phoebe, and Jean's concubine Rosine tries to save face. Basile promises unity and then launches into public tirade against Iris, revealing the cracks in the family and Basile's waning health. The crowd of gathered officers and civilians sense weakness. Retreating with her ally Clarisse, Phoebe drinks the night away.
Disappearances in the city culminate in the revelation of an incident at a GUSF black site in the city at the Base Militaire du Lys. Jean, shaken by Basile's show of incompetence, leaks information about the site, citing discomfort with the danger it poses to civilians. After protests blanket the area, Phoebe meets with Dr. Kazuki Toyama and determines the site's Exotic Matter production is too dangerous to continue.
Phoebe shuts the site down and has a long conversation with Iris after finding out the operation in Lourdes was missing critical resouces, making Iris' public shaming even more nonsensical. Iris shares family secrets regarding the Nethari and Phoebe spends the evening with Jean, awaiting her next move.
