When Alvvir's Uprising took the Central District of Vvathaf, three Councilors were absent - the Councilor of Ynark was away on an urgent diplomatic mission to secure financial support and trade agreements from Zhækhtu, while the Councilors of Khitu and Marivvet were both in their home districts, conducting local business.

While the Councilor of Ynark became an exile, the Councilors of Khitu and Marivvet quickly allied with each other and seized the Harbor District. Together, they represent the strongest government in Vvathaf, at the moment.
