Mother's Milk

Traditionally the lower classes in the Azhur and Marivvet Districts existed in a kind of client-patron relationship with the organization known as Mother's Milk. The enterprise looked out for them and did specific favors for them in return for unspecified service at a time and place of the criminals' choosing. When civil government collapsed, Mother's Milk stepped in and kept services operating in Azhur, though they lost their foothold in Marivvet. They have fully siezed control of the government of the Azhur District, however.
