Protective Registration Service
The Protective Registration Service (PRS) is a Bastiynian set of laws designed to track individuals throughout the nation with the intent of security.

Forced Registration and Exemptions
All persons in Bastiynia must be registered subjects of the PRS unless they belong to one of the following exempt races.
- Humans
- Mountain and Hill Dwarves
- High Elves
- Halflings
- Half-Elves
Non-exempted immigrants and visitors must register prior to entering Bastiynia. Non-exempted children born in Bastiynia must register before 30 days of age.
Obligations
Registered subjects must keep the PRS department updated on the following details about themselves. Any changes must be provided within 30 days.
- Legal Name
- Place of residence
- List of spouses
- List of living children/dependents
- List of employers and income sources
- List of PRS-registered employees
- List of deities worshiped
Additionally, registered subjects must keep their registration papers with them at all times.
Restrictions
Registered subjects must adhere to the following restrictions.
- Subjects may not own land.
- Subjects may not hold political office
- Subjects may not leave their place of residence for longer than 24 hours without approval by the PRS department.
- Subjects may own structures, buildings, etc. if the landowner notifies the PRS department of their approval.
Violations
If a registered subject violates any of their obligations or restrictions, or if a non-exempted person is found to be unregistered, the person will suffer fines, imprisonment, and/or deportation.
Special Cases
Forest Gnomes
Legally, the Witlan Forest is within the Bastiynian territory. Its primary denizens, the Witlan Gnomes, are a tribe of forest gnomes who deny the sovereignty of the republic and hide within their concealed villages. Occasionally, a few gnomes emerge the forest and wish to integrate into Bastiynia.
As a means to compensate for the tribe's tax evasion, all forest gnomes must pay additional fines during registration and accept higher tax rates. They are also subject to tighter restrictions.
Half-Elves
Half-elves are technically only exempt if their elven ancestry is purely high-elven. However, due to the substantial costs of determining blood lines, they are not required to prove their ancestry. It is the republic's responsibility to determine if a half-elf is pure before enforcing violations.
