"So we are in agreement then. I hereby decree that though we all represent separate sovereign nations, we shall look to Nightvale, to our empress and this city will be seen as sanctified neutral ground. A council of nations, we shall represent the interests of the continent, of our home of Valerick, outside the smaller concerns of individual countries. We shall look at the wider lens of insuring we stand ready as a continent, indeed as a diverse and multicultural empire, to face any similar threats to that which we are recovering from, hopefully in such a way where the tragedy that was the Abyssal Sundering will never occur again." We rejoice in this meeting this day my Valarian brethren for we have found friends and allies both new and rediscovered. We welcome with open arms the Phoenix King of Uthwane, the Emperor of Krieglund, The Storm King of Bretonnia, The Glade Queen of the Sylvwan, The Dragon Emperor of the East, The Sultan of the Dunes, and The High King of the Dawi. Together with ourselves, us eight, we stand united. Though disagreements may rise and fall, as may our empires, we hereby agree that regardless of grudge, of trial, of time or allegiance, that if the foul things from dark places surge forth ever again, we will stand united. That we shall put aside our differences, unit our strengths and grind the Beasts of the Blackness into dust wherever they foolishly seek to press any offensive attempt to swallow the world in Chaos. We swear to stand united, to always fight shoulder to shoulder against Green-skin, Bestial, Dark Folk, or Joten alike. This agreement has two layers, and is a complex multi-empire and multi-national military alliance, trade, and even confederation agreement. It is written in entirety only in a volume three thousand pages in length, and is a textbook in many lands for a legal education. Most nations however, keep it in more manageable size, libraries keeping the relevant sections about the agreement, and about the empire they are a member of therein, forgoing keeping full documents except for specialized universities for legal education.

Purpose
This document, first created before any land had been, is almost as sacred as the religious dogma of the Ascended. The consequences and devastation of the Abyssal Sundering and the scale of that disaster inspired its creation and signing. The purpose to allow oversight above individual national governments, to insure some form of unity between the nations of the continent if ever faced with a threat of such scale again.
An amendment of massive proportions more than doubled the size of the document in 695 as great leaders of the worlds lands came together to make a binding agreement with each other in spite of, and indeed because of their own states of allegiance with each other.

Background
This is the result of the tragedy of the Abyssal Sundering, this agreement and document is a direct response, changes made to hopefully avoid any other such tragedy.
History
It opened the door to international conferences, to nations working things out without going to war, gave a floor to diplomacy on the continent wide stage. This is a historic thing. It also outlawed dark magic, and claimed that elemental magics should be tightly regulated.
Public Reaction
By and large, there was mass agreement. Now though, some start to chafe under this and resent it.
