District 12

Summary

One of the most feared districts, district 12 is the reformatory and prison district, focused on rehabilitating former criminals and people who abused their powers, full incarceration is only a last resort as of currently.  
Countermeasures
All contained subjects have a tracking chip in deviced strapped to them, the people in the rehab center have it on their left leg, while the subjects in the prison have them strapped to their neck, if a circumstance occurs that the chip is damaged, disabled, removed or ordered by anti skill higher ups, the device will activate a mechanical device that injects a painless paralyzing substance into the prisoner's bloodstream, resulting in loss of movement for up to 4 hours.  
rehabilitation centers

The rehab centers only have 1-2 people per room, with the room layout and freedom of the encarcerated varying from subject to subject, some are at the end of their stays are allowed great freedom to wander around only with a tracker and a paralization device, while others are locked, only going outside with the presence of guards.  
The prisons

The prisons vary a lot depending in their nature, some are projected for normal people while others are focused on containing specific kinds of superpowered humans, often with many people in a single cell, in the prisons designed to hold people with superpowers, people with the similar powers are thrown into the same cells, so if 3 people have teleportation powers they would all be thrown into the same cell designed to keep all of them from teleporting out, or cells that can contain up to 5 speedsters at a time.

Defences

Along with District 2, this place has a large wall sorrounding it, with motion detectors at the top and watchtowers nearby. large @antiskill and Containment presence. Jammers around the district to prevent all communication, the city forces communicate through cable media Many countermeasures to all sorts of different powers.

Tourism

No one but the detained and goverment forces can wander around the district, visit times are 08:00 to 20:00 during weekdays, and 08:00 to 17:00 during weekends, the visits will be overseen by guards in a facility located near the wall in District 15.

Architecture

this district has 2 distinct sections within it, the rehabilitation section has a lot of greenery and soft colors, and while anti skill are ever present, there's less of it than the prison section separated by a smaller wall the prison district is grey and militaristic.   The reformatories's layouts vary a lot depending on the subject contained, but all of them have a safe way to let sunlight in, and if circumstances allowed, the subject's prefered style of room.   The prison's on the other hand are made of reinforced walls, sunlight is optional.
