City's high council
Summary
The head of the city, these are the people who have the final say in important decisions and the ones every municipal organization and division reports to, their members are chosen democratically from various places of the world.
There are 3 representatives of each continent, for a total of 15 members at any given time, with 5 members leaving per year.
To be eligible for the position of high council you need at least a bachelor's degree in any area

The council's goal is to transform the city into the biggest hotspot of technology, progress and innovation in history
History
The concept was created by the leaders of ONU, a council that would foresee the city keeping it in track of it's greater goals, it started with just 3 members, one representative of asia, one of europe and one of america, however a few years later the founders decided a bigger number of people of many different qualities would be better for the future of the city, and 5 years later we come to our current system
Laws
1. All big decisions directed to the council must be voted democratically by all members
2. All participants of the high council are still subject to commonfolk law
3. All that participate in the council must never stop their journey of self improvement and research in whatever area they choose
