The Romance of Time and Asmodeus
There are many myths telling of why Matter began the Planelock. One of the most commonly told is that of the Romantic Relationship between his younger sibling Time, He Who Set The Stars In Motion and Asmodeus, King of Hells and Arch-Devil of Lust.
While, as 666 Matter's celestial, Asmodeus presumably met the He Who Set The Stars In Motion when Time was a very young God (Indeed there are myths suggesting 666 assisted in raising his sister, She Who Forged The Stars, and many myths of 777, Michelle, caring for Time as a little child) The two met again many years after Asmodeus' fall.
Time, a mischevious and disobedient God was willing to listen to Asmodeus' tales of Matter's cruelty and believed him, likely due to his own tumultuous relationship with Matter. The two would meet with one another in secret and are said to have begun a romantic relationship with each other.
Asmodeus' goals were likely to seduce Time and trick him into giving his Godly Core to Asmodeus, which would have given Asmodeus all the powers of a God to kill the Gods with. However, other myths suggest that Asmodeus was the one to tell Time about the Golden Music box and setting in motion Time's plan to put the Gods to sleep and become Fate.
Fortunately, Matter discovered the two of them and, fearing for Time's safety if he was unable to resist Asmodeus' temptations, he began the Planelock, preventing any being from exiting the plane they were bound to. Forcing Asmodeus to remain in the Abyssal Hells ever since and cutting off contact between the Arch-Devil and his sibling.
Summary
Asmodeus seduced a young Time, likely aiming to use him to Overthrow the Gods.
Matter discovered this and as a result the Planelock happened.
Historical Basis
The Planes have been locked since 300 years before the Sleeping. It's possible the Sleeping was prompted in part by Time being forcibly separated from Asmodeus.
