Magister is a noble title of the head of a noble magical house of the Nemzeti Imerium.
A High Magister is a noble title which indicates that the holder is one of the seven members of the Council of High Magi. Theoretical a council seat is a position of merit that any mage, noble or common, can achieve in the Imperium but in practice the last High Magister not from one of the current seven houses was Milos Dezso in 596 PD and there has never been a commoner High Magister in the entire history of the Imperium.
