The Council of Seven Seats
The Seated Council meets every three months in Provenance at the barracks. Here they have the issues of the Dominion put before them to decide and act upon. They were established to respond to the new threat of the Fortch Horde several hundred years ago. Since that time they have become the protectors and administrators of the Dominion.

Public Agenda
The wizards do what is in the best interests of the people of the Pinion Dominion. They act as judges and ultimately aim to maintain order in the Dominion, and safety from outside forces.
History
The Council first formed in response to a the rise of the Forth Horde. With such a powerful enemy emerging within Pinion, the people needed the power of the arcane masters to stand against them. It has been the charge of the Council since then to protect. But they have slowly been ceded more and more decision making power over the cities and the dominion itself. They are now the leadership of Pinion.
Political Influence & Intrigue
There is a lingering tension between the Feathered Hope and Seated Council. They both have respect and decorum enough to keep from actual conflict. But both also work in secret to control things without interference.
Religious Views
The Seated Council tends to avoid religious interference, and takes a particular grumpiness at any hint of the Cardinal trying to exercise power over their decisions. Most of the council see little reason for faith in the Purifier. They must solve their own problems and not seek external help from a god who is never returning.
Social Aptitude
These are some of the most influential people in the Pinion Dominion. Each of them individually holds station and authority, but when they are combined as the council they are the decision making body of the entire Dominion.
Everyone knows who they are, and defers to them. Currying favor with them is extremely advantageous and they don't shy away from reminding people of that at times.
