A Lord or Lady is really a catch-all title for any notable member of a noble house.

Requirements

A lord or lady are the children of Marquis/Marquess, or the non-heir of any noble house (traditionally the second child or younger.)

Cultural Significance

In Equestria, this title exists mostly for the higher houses of the nobility to have a "safe" gene pool to pick from of their same "well-bred" kind. A lord or lady could hold very little land but descended from a noble house.
