Structure
Each province had a xunfu (巡撫; xúnfǔ; translated as "governor"), a political overseer on behalf of the emperor, and a tidu (提督; tídū; translated as "captain general"), a military governor. In addition, there was a zongdu (總督; zǒngdū), a general military inspector or governor general, for every two to three provinces.
Chinese provinces do not have any official flags of their own. In China traditionally flags were used typically only in war, to distinguish bands of soldiers from the enemy. The Qing dynasty actually didn't have flag representing the country until after the Opium War. There is no tradition of using flags to represent any local institutions. The structure and geography of modern Chinese provinces was a legacy of the Mongols of Yuan Dynasty. Popular mainland media personality Gao Xiaosong commented in one of his talk shows that the provinces were probably set up in such a way that it makes it impossible for each province to actually rebel against a central government as a cohesive unit due to the actual geography and culture. An official flag for a province may be hinting separatism, and thus cannot be tolerated.
