The god of death (now only undeath), Vecna, sought an ideal place for his experimentation. The Gods Plane wasn't enough for him and many other gods felt that his corrupting powers might disrupt the divine planes, thus agreeing on a compromise, he took over this plane in the Second Age, Godswar as his own, creating a great palace in the center. While for most millennia he wasn't seen here, after the events of the Fourth Age, The Calamity, he returned to his palace to find a way to regain many of his lost powers and influences. Those that seek to become Liches have to come to this plane and make a deal with the god of undeath himself (or one of his majordomo-liches).
