They refuse to supply arms or labor to either side but have entered in food shiptment agreements with both nations in the hopes of preventing some measure of suffering. They are the only people with the knowledge and experience to navigate the Northern Sea Route thought they do it rarely since Decan has shunned most traders in the past few decades.
