The High Council

The High Council is the main advisory body to the ruler of Teutonia, originally set up by Caesar Drusus Scarro to assist him with the running of the nation. Within its conception Caesar envisioned the High Council as having the ability to govern Teutonia in his stead should the situation arise. As fate would have it, the situation has arisen and the High Council now finds itself governing the nation during an interregnum.

Structure

Membership to the High Council is chosen by leader of the nation, or in Interregnum periods when a role becomes vacant, the decision defaults to the council/institution that the role represents.
The High Council acts as advisors to the leader of the nation, and in their stead have the right to determine direction, distribute of civil, military and religious resources, and respond to crisis.
Whilst the leader of the nation is blessed by the gods as their voice, the High Council does not have this same blessing and as such is not above the law.
The High Council does not have the right to change law or constitution, this falls to the The Riechstag andĀ The Senate, but does have a voice in these matters through the Pro Consul who can sit, but not vote, on the Reichstag and Senate.

  The High Council is a council of service not rulers, and prove their service by being taxed their full wages. Should the High Council break the laws and/or constitution of Teutonia it falls to theĀ Teutonian Civil Service with the authority of the Reichstag, the Senate, Laws and Constitution to remove its members. In the event that there are no members of the High Council during an Interregnum, it falls to other councils/institutions to choose their representatives to form a new High Council.
