Primus

The Primus is the most senior military commander directly under Caesar in the Warhost and in the nation has a whole. Originally the rank of Primus was second to the General of the Armies which in turn was second only to the Empress in military matters. However the rank of Primus seems to have adopted the responsibilities of the General of Armies following Drusus Scaro, who was the previous General of the Armies, becoming Caesar.  
The Primus also oversees the Military Council, a collection of Generals who directly advise and serve the Primus. In the event that Caesar is unable to lead a battle or campaign the responsibility and authority falls to the Primus.
