The Kingdom of Nethylor

When the humans known as the Nethyl men freed themselves from bondage under the elven empire of Nharuum, the cracks in the human rebellion started to grow. Some humans believed their discovery was something that was not meant to be used by mortals. Meanwhile others wanted to satiate their curiosity and further study the arcane arts. This resulted in a split of territory that left the Kingdom of Tarhun to the north of the Aewithian river and The Kingdom of Nethylor to the south. Nethylor is a country hated by many, due to their prolific study and development of magic and the disregard of the gods. But due to geographical defense, technological difference and a few treaties, Nethylor remains a safe haven in Aewith.

Structure

Two parties share political control over Nethylor. The first is the monarchy. The King and his chosen advisors handle legislation and maintain the small standing army of non magic users. The second half is the Arcane University, which is a nonprofit, state controlled school to facilitate growth and regulations on magical study in the country. The University is headed by a high magus who organizes magical soldiers and handles legislation for magic practice. Both are limited by the words of a magical pact formed three thousand years ago that can only be amended by the will of the people. The contract of Monarchy and University also allows other nonmagical professions and businesses to ally via guilds. The biggest ones are the smith, merchant and farmer's guild.

History

Three thousand years ago, the Nethyl Men were freed from elven control. Nethylor was a result of the faction of the rebellion that wanted to pursue magic. Tarhun and Nethylor agreed to split territory down the Aewithian river and the Nethian Mountains. since then, Nethylor has managed to stay somewhat stable, save for a few economic panics.

Demography and Population

19,927,296. The vast majority of Nethylor's documented residents are Nethyl men. about 3% are other humanoid immigrants and abroad students from other countries who practice magic. 2% of the population are of a native merfolk species known as the Attenflus. 3% are a native humanoid lizard species called the Caiminae that resemble alligators and are likely related to the Viashino on other continents. Less than 1% are Faerie immigrants from Tir Na Nog, a realm parallel to Aewith.

Territories

Nethylor's borders consist of the Aewithian river through the center of the continent, but make a turn at the Nethian mountains to the Northeast. Their western border is the forest of Khanterz and the southern border is marked by a treaty with Agobard after a small war. To the east, Nethylor almost shoves Drovia off the continent, but neglects to take the rough mountains and plains that are not great for farming.

Military

The Aewithian Military makes use of a citizen militia for a small army of nonmagic users. However, this force is usually used as clean up for the soldiers that use magic or guard territories. Otherwise, the Nethylori military is a volunteer force. Mages can choose to become career soldiers as a path in the University. Mages can also take bounties or requests sanctioned by the Monarchy in exchange for pay. Due to the devastating difference in destructive power, Nethylor is able to survive off its nonmagical force of about 20k and rely on mercenary work of mages and career soldiers. The only real technology that has been developed thouroughly is the issue of boat building. Unlike the Agruan clinker method, Nethylor developed large, originally merchant ships that resemble galleons on Earth. The boats are lined with mages to provide artillery. Despite their lack of mobility, they make up in destructive power.

Technological Level

While there are many areas of science that remain undeveloped for the Nethylori thanks to magic, like weaponry, magic has also contributed to the further development of other technologies, like clean, running water systems in cities, sewage, architecture or pesticides.

Religion

The Nethylor Contract between the Monarchy and University clearly states that all citizens have the freedom to practice any religion they want so long as they don't break other Monarchy laws and adhere to the additional right to free speech.

Foreign Relations

Nethylor is hesitant to declare war against Agrua, but with Tarhun all but consume, it is a serious consideration. They have several trade agreements with Agobard and Drovia.

Agriculture & Industry

Nethylor's land is rather unsuitable for farming in most areas. While they can farm regular crops to feed their population enough to survive, excess is needed to get through winter and thus they need to look to make use of their wetlands. There is money to be made in harvesting iron from wetlands. Reeds plants and papyrus are grown in marshes while peat is gathered from Mires and traded as a highly efficient fuel source for fires. The acidic water in their bogs can be used to easily tan hides. Occasionally, The Monarchy will drain a swamp to make for more farmland if times are hard, but this means clearing out all the other possible resources and products that could be gained from it.

Trade & Transport

Domestic trade is rather easy. Marsh streams and the Aewithian River are easily traversed by canoes and small sail boats. Cities are also interconnected via a network of teleportation circles on University campuses. To trade with other countries, the Nethylori make use of their galleon ships.

Education

The Monarchy provides standardized education for children up to the age of ten. Past that, they can apply for a magical aptitude test and apply for the University. The standardized education teaches basic literacy, arithmetic, government, beginner's magical theory and history. Those who don't go into magical study often join a guild profession. Meanwhile, the University is far more freeform. Students can gain an apprenticeship under a master of a specific magic, but it's otherwise self education and research for exams. Many are not able to handle such responsibility and thus flunk out.

Infrastructure

Nethylor maintains many ports along rivers, facilitates in swamp draining when its needed, maintain outposts between cities, make use of aqueducts and walls every city. Bigger cities have sewage and running water. Bridges, town halls and other local buildings are maintained by the inhabitants of the area rather than the government.
