The Pillar

A maximum security prison and rehabilitation centre for Superhuman criminals located on an island just outside the Inner Line of Port Atlantica.  Specializing in Science/Mutation meta-humans and Technological or Skill-based exceptional individuals.
The pillar is a mostly underground structure, as the name suggests it extends down for many levels below the ocean.  With the most secure cells being located at the very bottom, for the most dangerous and powerful of meta-human or non-human threats.
Several floors of the Pillar are dedicated to rehabilitation and a psychiatric team makes regular commute by boat to and from the island to treat the Pillar's inmates.
Power dampening collars are required for those with a Mutant or Meta gene that can be suppressed.  Other powered individuals, or those with naturally occurring superhuman powers, often have cells designed to withstand their abilities.  Cybernetics are removed where applicable, and weapons disarmed when they are not.  The Pillar is always being reassessed and certain cells redesigned as needed for particular individuals that might be present.
