District: The Inner Line

A smaller district built to partially encircle the Grand Tear as well as provide a secure defensive for the mysterious artifacts that keep its barrier up and prevent it from expanding.  The district is primarily made up of a long C-shaped road that goes all the way around the Tear, several facilities dedicated to study of the tear and containment of objects and non-sapient creatures that come out of it can be found all along the road.  Many different scientific corporations from across the world have facilities here to take part in the study and hopeful eventually closing of this hole in reality.  The Inner Line also contains a power plant that draws on the seemingly infinite energy radiating off of the Tear, powering almost the entire city.
The Grand Tear is walled off, to prevent people from wandering into it and being lost between realities.  Open gateways allow those that leave the Grand Tear to be greeted by city representatives that can hopefully help them integrate into society.  The Artifacts themselves are held in secure facilities meant to protect them as well as provide the opportunity to study them.  The entire district is well guarded by law enforcement, private security, as well as drones and other automated defences designed and built by the hero Valorous and other noteworthy individuals of the city.
