Decla was a drow guardswoman briefly enountered by Soular Power when they entered the Watchful Hobgoblin Guardhouse in Stalwartz, where she was employed, inquiring about necromantic activity in the area on behalf of Drant and his mission from Heimdall.¹

She stated that while there was no real dangerous necromantic activity in the area, a few years ago, Hector (a troubled teen) stole off into the woods to "do his own necromantic thing" and hadn't been seen since, though hunters occasionally stumbled across strange tracks and corpses in the area where he was last seen.
