The strong silent type, Sullivan only opens up about his past when a bottle of whiskey turns up during a scavenging run and doesn't make the trader. Claiming to be a survivor of Vault 113, he says his people are being held hostage by a group of religious zealots using pre-war military tech. When the dwellers became suspicious about the true intention of these invaders they sent Jack along with a team of others to protect their most prized and irreplaceable piece of technology. Sadly he is the last one alive, and now leads a desperate mission to not only keep the G.E.C.K. out of the imposter military's hands, but also end their occupation in his ancestral Vault.

Taking his car from a garage protected underground since before the bombs fell, he drives a highly coveted Highwayman that came out of his Vault in pristine condition. Having since had a few bumps and scrapes, it still performs better than any Corvega City racer built by the hands of the mutants that operate the factories present-day. Although the fusion-powered engine has enough juice for decades or perhaps centuries to come, it still requires coolant to function without overheating. An expensive commodity in the Great Dust Bowl, it typically absorbs most of his funds just getting from one place to another.

Jack is currently trying to make his way to the Vault Crawler, hearing that it is the largest human settlement within the habitable zone, and that they are always looking to recruit new Vaults to their organization. He hopes they will help fight off the soldiers in power armor and give his people their independence once again, however it is a long road, and he will need allies if he means to survive the journey.
