The Rauscht Concord of Neutrality

After the fall of the Nobility-aligned government of Jehann, an occupational regime aligned with the Crimson Insurgency was quickly established in its place. Once word of the upheaval reached the Sovereign State of Rauscht, fear and tension began to take the populace by storm. Jehann Nobility served as a vital trading partner to the mountainfolk, once providing a vast market for the legendary goldsmiths and jewelers that inhabited the peaks. Futhermore, maritime trade with the rest of the Noble Realms was completely predicated on the safe passage of merchant vessels around the Jehann peninsula.   On the other hand, the Insurgency could not hope to continue the war effort without raw materials from mines and factories of Rauscht. Should the Insurgency beghin to target merchant ships traveling along the peninsula to deny the enemy, they would almost certainly be cut off from those same vital supplies themselves. It seemed as though the factions faced mutually-assured destruction at the hands of one another.   Negotiations began, and an uneasy ceasefire settled over the East. The peoples of the peninsula, as well as the moutainfolk, were prepared for months of bitter siege, blockade, and famine. After months of mass apprehension, the diplomats of each of the powers announced a marvelous decree: there would be peace in the East.   A trade agreement was struck in place of the one that died with the Nobility. Jehann would continue to provide a market for Rauschtan industry, even increasing the demand for war materials, and the Insurgency would remain well-supplied in their endeavors. However, sea trade with the Noble Realms could not continue in the Aegis Ocean. Instead, massive land-based trade caravans would traverse the vast Mezzosi Desert, pass through the Fallow Crevasse, and continue through the mountains to Mirasport or Sempur. The route would be arduous, but the Rauschte merchants would pass unmolested by Insurgency forces, and could charge the Noble Realms a fee for the increased difficulty associated with the journey. Imperial-bound goods, on the other hand, would be permitted to cross the Aegis accompanied by Insurgency escorts-- both to preserve diplomatic relations with the Imperium, and to deter any Noble-aligned merchants from masquerading as Imperial freighters under threat of immediate annihilation.   The terms were far from perfect, but provided an attractive alternative to destroying one another economically. Rauschte would see themselves cut off from some of their oceanic trade routes, and the Noble Realms would continue to recieve supplies, albeit at a higher cost. The factions would endure for the sake of peace.   At least until either grows confident enough to overpower the other and renegotiate the terms of the agreement...

Purpose

To reestablish maritime commerce in the Aegis Sea after the fall of the Jehanni peninsula to Insurgency forces.

Clauses

I - Non-Agression Pact between the Insurgency within Jehann and the Sovereign State of Rauschte
  II - Annulment of any previously existing pacts between the Jehanni Nobility and the Sovereign State of Rauschte
  II - Establishment of a new trade agreement between the Insurgency within Jehann and the Sovereign State of Rauschte
  IV - Immediate halt of trade within the Aegis Ocean between the Noble Realms and the Sovereign State of Rauschte
  V - Designation of a land route between Phaelas and the Fallow Crevasse as a neutral zone, prohibiting the harassment of trade caravans by Insurgency military forces

Caveats

In the event that a Rauschte merchant caravan is attacked by Insurgency forces, all supply lines between Jehann and Rauschte are to be immediately cut.   In the event that a Rauschte merchant ships conduct trade with the Noble Realms, a blockade of Brackwater Bay is to be immediately established.

Historical Details

Background

The document has managed to secure peace in the Roguelands for nearly 2 Terran decades. While tensions are sill heightened in the region, all-out war has been prevented for now. Rumors of broken promises abide in the neighboring territories, and distrust is approaching an all-time high.

Public Reaction

Mostly positive in the Roguelands, the reaction within the Noble Realms was one of outrage. To the Nobility, Rauschte has all but thrown their lot in with the rebellion, but they are much too far away to effectively counterattack, and their resources are still vital to the war effort.

Legacy

The document has permanently associated the neutral Roguelands with the violent Crimson Insurgency uprising. The Noble Realms response is yet to be seen.
