The Dragon Heresy
"It has come to the attention of us and the Gods, who are Four as One, that there are those among us who have seen the creatures known as dragons and come to the incorrect assumption that Etheric, the Golden Wind who gives us life, is one such creature. These people are planning to unleash dragons on the people of our country so as to 'cleanse' it. As the High Priest of the Imperial Temple, I cannot allow such people to create such suffering among my people.
Anyone who dares to insist on the belief that Etheric, the Golden Wind, is actually one of these demonic creatures that plague our realm will henceforth be declared a heretic. Heretics are a threat to our way of life, themselves, and the sanctity of the Imperial Temple, and they are to be driven from their temples and villages and slaughtered without mercy. Anyone caught harbouring a member of this Dragon Heresy will be sentenced to a similar crime. May the Gods bless the Empire."

Structure
Not much is known, but they originally broke off as a branch of the Imperial Temple, so it's assumed that their organizational structure is similar to that. They would be headed by a Head Priest, who decides their major plans and makes their important decisions. Various regular priests would spread their heresy over the land until they gain enough power to seize the Temple for themselves. Their cult followers are also charged with the spread of this religion.

They are scattered across the Empire and beyond, but none of them occupy positions of authority more powerful than that of village priest. Because of this, they are not particularly wealthy, although they do have significant numbers of followers and stockpiles of weapons.
History
in 190 I , a schism occurred in the Imperial Temple. Due to the recently discovered existence of dragons in the far reaches of the mountains, many priests became convinced that the old belief that Etheric was a man in a chariot - which has no firm basis in The Étak Writings - was incorrect, and that these newly discovered dragons were the children of Etheric, who was himself a dragon. However, the Fighting Orders of the Imperial Temple heard of this and the Head Priest Daz Feranti proclaimed that anyone that held this belief was a heretic and would be killed on sight. After several bloody years of infighting and suspicion, the heresy was believed to be rooted out and destroyed.
Now, centuries later, there is talk in Temple circles that these cultists have reemerged from hiding and are practicing their beliefs once more. The reports remain unsubstantiated, but the threat remains.
