The Library of Records

Purpose / Function
This structure houses the greatest part of the bureaucracy of the Empire, with dozens of scribes desperately copying out old records and writing down new ones. This building allows one - with the right clearance, of course - to view the information on any citizen in the Empire.
Alterations
As one can expect, this building continues to grow as more and more people live, die, pay taxes, and commit crimes in the Empire. The original building was a converted stables, and each generation has slowly built the building into the powerhouse of bureaucracy that it is today.
Architecture
The Library is a squat building, mostly building out rather than up as needed. All the same, it has an impressive height, having three stories above ground and two below. Each level is split up into different kind of records, with the records of citizens held at the top, tax records and edicts/proclamations the level below that, and complaints department and the scribes working on the main level. The lower two levels contain older copies of records, and a large number of the scribes work on copying out these older books.
