Nebograd Republic

The Nebograd Republic, also called the City of Towers, is a city-state and guild republic in Adronica. Built by dwarves, it is situated on a bustling trade crossroad, and is dedicated to Nebesa of the Stars. While predominantly inhabited by humans and dwarves, it is a major tourist hub, for its preeminent arcane university, many great temples and the Wrest Tree, the tallest known tree, highly treasured for its arcane crafting potential.  
 

Geography

Nebograd is situated in the valley of a mountain, positioned in the middle of a small desert. As such, its surrounds are arid, whilst Nebograd itself is pleasantly mild. However, due to the changes in elevation, the city experiences a variation in temperatures. It is believed that Nebograd and the surrounding desert were once a large forest which, due to deforestation, regressed to form a desert. One tree from this time remains, a giant called the Wrest Tree.   During the Mistswell, the mist rises to the lowest parts of the valley.

Districts

  • The Roots are comprised of the oldest buildings in Nebograd, many leaning due to the uneven ground. It is the most squalid area of Nebograd, and also closest to the Wrest Tree.
  • The Sweet Well is grazing land and home to one of the city's largest water pumps.
  • The Ancient Quarter is a habitable area of Nebograd, however, is a largely untouched area of ancient buildings, with some religious significance to dwarves. A temple of Midnica of the Forge can be found here.
  • The Guild District, in which many warehouses and caravans are located. The Epoch Fulfilment Centre can be found here.
  • Holy Walk is a collection of temples. The biggest are dedicated to Nebesa and each of the Muses.
  • The Entertainment District is home to coffeehouses, taverns, a theatre, a casino, and a printing press
  • The Marketplace is a small square for stalls and a series of narrow walkways between stores, awnings overhead shielding from the sun.
  • The Garrison also includes a prison and a free hospital.
  • The Zolda Square is set behind a blue wall from the southern part of the city. It is where the Palace Zolda, and the Assembly and Senate are located.
  • The Arcane District is largely occupied by the Dimidia University though also includes an arcane museum, a printing press, dormitories, and a park.
  • The High Manors are wide, single-storied buildings in the northernmost part of the city, all with grand gardens. A menagerie is located here.

Government

The government of the Nebograd Republic is comprised of the city's powerful guilds, whose members are granted positions in the Assembly. This tradition originated with dwarven clans, although the republic's mages are largely considered to possess the highest concentration of powers.

Legislative Power

The Assembly

The Nebograd Republic is governed by the Assembly, comprised of members of major and minor guilds. It is the supreme governing and legislative authority, presided over by the Zolda Council, with the Zoldaire as its principal authority. The Assembly meets frequently, at around twice a week or eighty times a year, to propose and debate legislation, as well as elect:
  • Civil and criminal court judges

The Hundred Senators

The Hundred Senators serve for life and, when a new position becomes available, a new senator is elected from the Assembly by the Zoldaire (under advice from the Zolda Council). The Hundred Senators have final say on all of the Assembly's decisions, and are generally concerned with day-to-day legislation.

Executive Power

The Zoldaire

The Zoldaire is the chief magistrate of the Nebograd Republic, with executive powers. It is elected through a lottery of all Assembly members who meet the following specifications:
  • Must have sound finances,
  • Must not have served as Zoldaire in the past three years,
  • Must not continue private business pursuits during their term
  • Must not hold land in foreign states and,
  • Must be older than thirty
If a person is chosen by lottery to be the Zoldaire and refuses (which they may do, for a lack of desire to give up private enterprise), they are disqualified from holding any future office, as it is understood they will put their interests before the interests of the state.   The Zoldaire has access to a small council of advisors called the Zolda, all of whom live with the Zoldaire within the Palace Zolda. The council must be present for all of the Zoldaire's correspondences. The Zoldaire serves a term of three months, overseeing the Assembly and electing the Senate and other advisory boards. After their term ends, they are ineligible for the position for three proceeding years.  

The Zolda Council

The Zolda council hold executive and ceremonial powers. They are the personal advisors to the Zoldaire, overseeing their decisions as well as serving as the authority over the Assembly. The Zolda Council are chosen under the same circumstances as the Zoldaire, with the same necessary prerequisites, and a term length of three months. However, the Assembly may vote for any council member's term to be renewed up to two successive times. There is also a mandate that three of the Zolda are from the major guilds, while two are from the minor.   There are five Zolda, and it is typical that they frequently meet with various advisory boards, and the spokespeople for the city's temples. The Zolda Council vets proposals of new bills and drafts them, sending them onto the senate for final deliberation.  

History

The Nebograd Republic was initially built by dwarves in approximately 1200 Lowland Era, before being abandoned some few hundred years later, due to fires. As a result of the rising mist, it came to be inhabited once more, at first by the descendants of the earlier inhabiting clans. Its original name, Rrinultok, is still often used by the city's dwarves.  

Culture

Two newspapers are primarily in circulation in Nebograd: Durortak, a dwarven-language newspaper, and The Morning Arcanist, a common-language newspaper.  

Trade

The Nebograd Republic trades with settlements in the Underdark via a mountain entrance, which leads to the trade outpost of Greywalk. This is Adronica's single trade route into the Underdark, called the Dark Road.
