Old Guard

The Old Guard currently forms the bulk of the Empire's powerful elite. Members make up a bulk of the Imperial Senate, but the loose association is increasingly disorganized, and most consider it some combination of impotent, corrupt, inept, weakening, and/or hamstrung.
The Mategan and Bersodemaoc factions are actively converting or opposing Old Guard members. White Cloud gangs have attacked its stronghold once. The Blalima faction is mostly ambivalent, but has members who work with it on some levels and have other members opposing it on other levels.
