Harbin Wester

Harbin has served as Townmaster of Phandalin for just under ten months. He was appointed, not elected, though it happened to be a job nobody was interested in. Harbin is of Noble birth and comes from a great deal of wealth. He tolerated the Redbrand presence in Phandalin, because, "It was better than the natural threats from the wilds outside our town." He doesn't know what became of Clint the Sheriff, though he suspects he left town unannounced to move his family to Leilon. Harbin is a man of the people and is happy to shake hands and be seen by the "Lesser folk of Phandalin" as he has been overheard saying. He is earnest in his concern for the bandits of Wyvern Tor because it is affecting trade and commerce routes which bring goods into the town, along with money to his coffers.
