Effect

Magic combines Mana + Natural Energy, Yin with Yang, creating something new. Mana (Yin) is what the 5th Dimension is made up of and what we would consider Raw Magical Energy. When beings from the 3rd Dimension and lower channel Mana through their Mana Cells, they are passively mixing it with Natural Energy (Yang) a form of otherwise useless energy that all beings emit. Natural Energy acts to dilute the Mana, allowing lower beings of flesh and blood to wield it, called Refined Magical Energy, or just Magic.
The Heavenly Path of Devastation (Shiva Drishti) is an ocular-based Inherited Magical Jutsu that appears to destroy Magical Energy within any living being. This is a deception, as the Shiva Drishti is doing Magical Energy Fission, the forceful separation of Mana (Yin) and Natural Energy (Yang). This will completely reduce the amount of Magical Energy within a living being to zero, forcing their body to restart the process of Magical Energy Fusion all over again. How much Magical Energy can be depleted and how fast it can be depleted depends on the user of the Shiva Drishti, naturally a target with an immense amount of Magical Energy will typically be at an advantage. Inversely, the Shiva Drishti also allows for Magical Energy Fusion, the forceful joining of Mana Cells and Natural Energy to create Magical Energy. This is most notably used to forcibly restart your own Magical Energy reserves much faster than the body naturally does.
Magical Fusion and Fission can be done by the Shiva Drishti on any magical application, not just limited to magical energy. In Mahābhūta Transformations, when a Mage turns their Magical Energy into an element, the Shiva Drishti can revert the element into magical energy and then back into Mana Cells and Natural Energy. If a Mage is using their Magic to manipulate an element, the Shiva Drishti can employ Fission to force them to lose control of the element by "destroying" their magical energy. Any magical constructs, structures, and items can be similarly dismantled. Seals and Wards can be dismissed out of hand with their magic depleted. The Shiva Drishti demands the user to keep the target in their line of sight for this jutsu to work. The Shiva Drishti, at its lowest level, can only focus on 1 target at a time per set of eye(s) of the user. However, a fully manifested Shiva Drishti will possess four additional tomoe around the pupil, which allows the user to focus on up to five targets at once. These four additional tomoe only work up to 60% of the main pupil.   
The Ajna Sight
The Ajna is a type of secondary sight or Astra that the Shiva Jutsu allows its user access to. It connects people to their intuition, giving them the ability to communicate with the cosmos or help them receive messages and information from the past and the future. The Ajna is akin to a type of clairvoyance (the power to acquire information using sight outside the normal range of detection) or clairsentience (the power to feel things outside the range of normal perception). The Ajna also allows the user to view the spiritual plane and examine the Soul of other beings. While the Shiva Drishti is a Command Jutsu (a Jutsu which must be manually toggled) the Ajna is classified as a Constant Jutsu (once awakened/gained, it remains active until the user dies). As such, it does not consume magical energy.  
The Param Shiva Drishti
The Param Shiva Drishti is the Supreme Vision of Shiva, it is the final form of this jutsu once the user has mastered the base Shiva Drishti. The primary function of the Param Shiva Drishti is Energy creation and destruction. While the awakened Shiva Drishti only flirts with the idea of energy destruction, the Param Shiva Drishti violates the Conservation of Energy Law. Traditionally, it states that the total energy of an isolated system remains constant; it is said to be conserved over time. Energy cannot be created nor destroyed, only moved. Energy cannot be created nor destroyed, only moved. The Param Shiva Drishti allows the user to overcome this disability and allows for the destruction and creation of new energy, no longer limited to just Magical energy. The Param Shiva Drishti also removes the 5-target limit of the base Shiva Drishti by allowing the jutsu to now work at 100% effectiveness on any target within the field of vision of the user.
The Pashupatastra, the Divine Missile of Devastation
The Pashupatastra is the idea of absolute destruction made manifest, pure energy, and power that only exists to lay waste to all of creation. It cannot be blocked or dodged and once a target has been given, it cannot be changed. The Pashupatastra is an Astra of immense power and is the only one users of the Shiva Jutsu can use, but it is only ever employed as a last resort and never at its full power, lest you wish to destroy all of creation. The Pashupatastra can only be used once a user masters the Shiva Jutsu entire and it demands a portion of the user's life span every time it is cast.
Once mastered, the Shiva Drishti allows the user to summon an avatar of Shiva which surrounds them and fights on their behalf. The manifestation of a user's Shiva is unique to them. These Shiva Avatars can also be used in a fashion similar to Mantles, and like a Mantle, the amount of Shiva Mantles a Mage can have depends on the specifics of the Mage.
Summoning the Shiva Avatar typically requires the user to perform the Tāṇḍava Natyam, a cosmic dance to invoke the avatar. However, similar to Formal and Informal activation of jutsu, this is only needed for a Full-Body Summoning. Parts of the Avatar, the power therein, and the Shiva Mantles can be called upon immediately without the dance but the form will be incomplete and significantly weaker. This also consumes a significantly smaller amount of Magical Energy as opposed to a Full-Body Summoning which is not only taxing on the user's energy but also their body, quickly tiring them out.

The Shiva Jutsu is a facet of the Eyes Over Heaven (EOH) Jutsu, obtained by KILL THE GODS AND DEVOUR THEM WHOLE when he waged a war on the gods and ate their bodies. The EOH refers to the five occular Jutsu obtained from eating the flesh of the divines.

The Death of the Gods
Miad Fairfield Dogar was an Empyrean born during the Loka-Yuddha, he was the adoptive son of Louis Fairfield IV and Golafsar Dogar, a retired Knight and a Geisha respectively. Miad would eventually enter the Loka-Yuddha and begin his attempt to gain power and become the Second Name of God. He waged a destructive war on the Gods of his Metaverse, a terrible war where he lost himself in the madness, he slew the Gods of his home Metaverse and ate their remains, gaining power from their divine flesh, and earning his new name, Kill the Gods and Devour Them Whole. Namely, the power he gained from the god-flesh was his Inherited Magical Jutsu called Eyes Over Heaven. He conquered his Metaverse, and then his Xenoverse, creating the Miadharma Dynasty to rule his vast holdings.
The Princess of the Shiva Sight
Princess Yudashkina Krasimir the First was one of Miad's daughters by Queen Moskvina Krasimir who inherited one of his new Jutsu, the Shiva Jutsu. By this birthright, she was given a 5th of her father's domain to rule, creating the Yudashkinova Dynasty (composed of Clans Sarkari, Uchimura, Skydancer, Kümmel, Bierwirth, Tshimpaka). Yudashkina mastered the Shiva Drishti and pioneered many internal techniques that her descendants would expand on. She was a pivotal figure during the Loka-Yuddha, serving her Lord Father as commander of his celestial armies, and commanding her private elite death-squad. Yudashkina's Shiva Drishti was exceptionally powerful, capable of destroying energy within picoseconds. So much so that, upon her death, her eyes were taken and placed inside the head of a slain Gorgon warrior, creating the Cursed Magical Weapon Ergknot, capable of destroying one's ability to use Magic at all by destroying their very soul.

Known Shiva Drishti Jutsu
  • The Mrityu ka Netra (Eye of Death)
A jutsu created by Princess Krasimir Yudashkina, the Mrityu ka Netra can kill millions upon billions of people within seconds. Once Princess Krasimir mastered the Param Shiva Drishti, she would combine it with her Ajna, allowing her to now target beings based on their Soul (the Shiva Drishti demands that the user have visual confirmation of the target, and this is normally not possible from orbit. But with the Ajna implemented into the process, this step is circumvented by using the Ajna to "see" the souls, thus allowing the Shiva Drishti to target the beings). She would then use the Illusionary arts to project her Ajna Param Shiva Drishti onto a surface, typically a planet's moon, allowing her jutsu to peer down planet-side and immediately kill any being with a soul that she targeted. The range is only limited by the sphere of influence of the moon visible from the surface. By that, what this means is that any being with a soul on the side of the planet that the moon (planetoid) is on, will be targeted, and will be killed.
To use this Shiva Drishti jutsu, the user must have mastered their Shiva Drishti, awakened their Param Shiva Drishti mastered it as well, and mastered their Ajna. They must also have mastery or high skill in the field of Illusion and enough Magical Energy to sustain the jutsu until their targets are dead. This largely comes down to the user, and how much and how fast their Shiva Drishti can target and destroy energy. This Jutsi can be highly specialized if the user is also a master of or highly skilled in the field of Soul Magic, as they can distinguish the Souls of their targets more accurately. Alternatively, the user can mark the souls of the beings they want to kill / spare, and account for this exception in their casting.
Princess Krasimir once used the Mrityu ka Netra on the surface of two planets orbiting each other, Grilles 62ZL and Binniepra Prime, wiping out a little over half of both of their populations in a matter of minutes, forcing a surrender within the hour. One of Krasimir's grandsons once completely shielded a planet and projected his Mrityu ka Netra onto the inside dome of the shielding for a faster result. The biggest drawback of this jutsu is the mastery needed to even pull it off, the prep time and casting time needed to make it work, and the presence of a solid surface to project the Mrityu ka Netra off of.
