SYNDICATE TERRITORY
Werner and 17th, in the shadow of Grapevine, is a hub of activity. Home to the largest open market in The Lowlands, the block is packed with food trucks, thrift stores, and bodegas. It's proximity to Grapevine has made it a popular hangout for low ranking members of The Syndicate, and violent crimes on the block are a common occurrence.
Purpose / Function
A cluster of smaller buildings surrounds Grapevine, most of them between 4 and 10 stories tall, providing a mix of housing, retail space, brothels, and gambling dens. Scattered through the alleyways and across the sidewalks are food trucks and carts of various sizes, where you can find almost any kind of food, drink, or designer drug.
Tourism
In spite of it's dangerous reputation, or perhaps because of it, Werner and 17th is a popular spot for visitors to The Lowlands. The block is actually a common destination for adventurous youth from The Beltway and other affluent neighborhoods.
