Star Watch
The Star Watch is the peacekeeping force of the Galactic Coalition of Worlds. They have a variety of multi-mission starships that traverse coalition space, and it's boarders, performing diplomatic and peacekeeping duties.
The Star Watch also perform extended exploration and research missions into uncharted systems. These missions seek ruins of precursor civilizations and the hyper-tech that those ruins may contain. These missions also search for forgotten tribes of humanity to welcome back into the galactic society and invite into the Galactic Coalition of Worlds. These exploration missions also carry the secret hope of finding traces of Lost Terra.
The Star Watch is composed of seven fleets, each under the command of a Star-Admiral who are answerable only to the Coalition Senate. Even when ordered to some action by the Senate, they have wide discretion on how to proceed. The senate typically finds it hard to curtail the authority of the Star Admiralty unless the Star-Admirals are physically present on the capitol planet of Numitor.
The Star Watch has an obligation to render timely aid to any citizen of the Coalition when they request it. This goes for individuals as well as planetary governments.

Structure
The Star-Admirals each command a fleet of foldships. The captains of those ships are personally chosen by the Star Admiralty.
The Captains select their crews from the ranks of the Star Watch, and also have the authority for individual special recruitments if they have need of specialists not usually available.

Culture
Captains of the Star Watch, in addition to completing their assigned missions, are expected to seek out and resolve problems and dangers to the Coalition. It is not uncommon for an unassigned Captain (and his ship) to wander Coalition space looking for conflicts to resolve, or exploring the grey sectors outside of coalition space, until they are needed for other missions. Some Captains have spent years in such pursuits.
Star-Admirals are dedicated to protecting the Coalition and serving the Senate. But occasionally they ignore the Senate if they feel other actions need to be taken. They often seek out problems that seem to need a bag of hammers (captains) thrown at them.
Assets
The Holo-drama "Captain Quasar and the Star Watch", which is set upon the fictional (but physically real) GCS Tiamat star carrier, is a constant PR miracle. The citizens of the Coalition love the program, and therefor love the Star Watch. Some polls indicate that the Star Watch is more popular than the Senate.
