Otaarlyiakkarnos (a.k.a. Elia)

Otaarlyiakkarnos, or Elia in her human disguise, is an ancient silver dragon and member of the 1492 Metallic Dragon Council.

History

In early 1492, Otaarlyiakkarnos, disguised as a human named Elia, began attending meetings of the Council of Waterdeep. She had made her true nature known to Lady Laeral Silverhand and offered the council a chance to persuade the metallic dragons to join their cause. The Breadwinners were elected to serve as the Council of Waterdeep's delegation and were flown to the Metallic Dragon Council on Otaarlyiakkarnos's back.
During the negotiations, Otaarlyiakkarnos was willing to work with the humanoid races, but a major sticking point for her was cooperation with the dwarves. In particular, a niece of hers had been killed during the Dragonmoots and been fashioned into armor that now resided in Mithral Hall. The Breadwinners assured her that Ambassador Connerad Dawnanvil would be made to apologize for the killing and the armor would be given to Otaarlyiakkarnos to do with as she wished. Satisfied, Otaarlyiakkarnos voted to join the Council of Waterdeep.
In 1517, Otaarlyiakkarnos was invited to participate in the 93rd Annual Tournament of Ki as an obstacle for the final challenge, a duel between the various monasteries' leaders, which she gracefully accepted.

Morality & Philosophy

Though Otaarlyiakkarnos harbored some ill will towards dwarves, she still held faith in the humanoid races, emulating Bahamut, who she worshiped devoutly. In addition, Otaarlyiakkarnos believed more than anything in the importance of saving lives and joined the Council of Waterdeep once she was convinced that doing so would prevent metallic dragons from dying if they struck out on their own.
