In order to capture and detain Bruce Banner (since he considered the Super-Soldier Serum in his blood to be property of the U.S. Army), General Ross declares the explosion at the Bio-Tech Force Enhancement Project lab to have been an act of deliberate sabotage by Banner, making him a wanted domestic terrorist.
