Before an audience of researchers and military personell, Betty Ross administers the Banner-Ross Serum to Bruce Banner, in preparation for his exposure to radiation.
After feeling no effects from the initial radiation dosage, Bruce increased the strength to potentially lethal levels, in order to prove to the watching General Ross that the serum works. However, the combination of the serum and radiation caused him to mutate.
