Unitary Mandate of Kaedra
The Rapid Advance of Modernity
The Unitary Mandate of Kaedra (High Draecovian: Falterramandat var Kaedra, often shortened to FMK) is a legal entity created by the Declaration of Unity between the Vindova Concordat and the XXV Army Corps. In its current form, the FMK is a quasi-state mainly held together by a burning anti-Akkon sentiment; the divisions of the XXV Corps effectively serve as the FMK's military. Though the Concordat installed its own people in civilian positions of authority following the removal of the Akkonian stewardships, a lack of specialists has led to some positions being filled with service members from the Corps; this is most notable in the new judiciary, which is entirely overseen by military advocates, though native trainees are expected to supersede them in line with the Mandate's transformation into a state.
Structure
A skeleton administration comprised of twenty-seven Concordat appointees and four inspector-generals jointly oversee the Unitary Mandate. Their current seat is in Vindova. Currently, their most pressing task is ensuring that goods and resources keep being delivered; the seizure of clandestine food reserves, expropriation of MMC warehouses, and lifting of trade restrictions with the Freeholds has alleviated this somewhat.
It is the ambition of the Unitary Mandate to eventually form a new state. Only the future may spell what this state will be.
Laws
Three documents currently form the basis for Kaedra's governance: the Declaration of Unity and directives TKN/M-I and TKN/SR. The Declaration lays out the common aims and shared interests between the Vindova Concordat and the XXV Corps and establishes the FMK to realise these aims. The two directives, respectively known as the Manumission Directive and the Eleven Rights, granted general amnesty to all those serving criminal sentences under Akkonian law, liberated those born indebted, and charted out eleven basic rights for sentient beings: including a right to dignified life, equality before the law, and right to serve in public institutions.
